About

The INCT Signals brings together a national network of researchers dedicated to developing advanced solutions for remote sensing, communications, surveillance, and monitoring through airborne and satellite platforms. The project integrates expertise in radio frequency systems, antennas, instrumentation, signal and data processing, artificial intelligence, and autonomous systems.

With strong national and international connections, the Institute promotes cutting-edge research, human resource development, and technological advancement, seeking to transform scientific knowledge into innovative, accessible, and high-impact solutions for strategic, environmental, industrial, and social applications.

Partner Institutions

André L. F. de Almeida is a Professor at the Teleinformatics Engineering Department of the Federal University of Ceara. He received a double Ph.D. in Sciences and Teleinformatics Engineering from the University of Nice Sophia Antipolis, France, and the Federal University of Ceara, Fortaleza, Brazil, in 2007. He was a visiting professor at Université Côte D'Azur, France (2012-2013; 2018-2019; 2022-2023).

Coordinators

Felix Antreich received a degree in electrical engineering from the Technical University of Munich (TUM), Munich, Germany, in 2003. In 2011, he also received the degree Doktor Ingenieur (Ph.D.) from TUM. From 2003 to 2016, he was an Associate Researcher at the Department of Navigation, Institute of Communications and Navigation of the German Aerospace Center (DLR), Wessling, Germany.

César Marcon has been a professor at the Pontifical Catholic University of Rio Grande do Sul (PUCRS) since 1995. He received his Ph.D. in Computer Science from the Federal University of Rio Grande do Sul (UFRGS) in 2005. He is a member of the Institute of Electrical and Electronics Engineers (IEEE) and the Brazilian Computer Society (SBC). Master’s and PhD advisor being linked to the Graduate Program in Computer Science (PPGCC) of PUCRS.

Marcos Vinício Thomas Heckler (UNIPAMPA)
Local Coordinator (PQ2)

Holds a degree in Electrical Engineering - emphasis in Electronics from the Federal University of Santa Maria (2001), a master’s degree in Electronic and Computer Engineering from the Technological Institute of Aeronautics (2003) and a doctorate in Electrical Engineering from the Technical University of Munich (2010). He is currently an associate professor at the Federal University of Pampa (UNIPAMPA), Campus Alegrete, in Alegrete, RS.

Edison Pignaton de Freitas (UFRGS)
Local Coordinator (PQ2)

Holds a degree in Systems Engineering and Computing from the Military Institute of Engineering (2003), a degree in Legal and Social Sciences from the Federal University of Rio Grande do Sul (2006), a master’s degree in Computer Science from the Federal University of Rio Grande do Sul (2007)and PhD in Computing obtained through cotutela between the Federal University of Rio Grande do Sul and the University of Halmstad in Sweden (2011), having carried out post-doctoral internship in the Control, Automation and Robotics Group of the Post-Graduate ProgramBachelor in Electrical Engineering at UFRGS (2013).
